Noise on a defence estate doesn’t come from one source, and most of it isn’t the range. Here’s what typically drives it:

There is no single EU defence noise standard. National security is an area EU member states retain the right to protect under their own rules, a principle reflected in Article 346 of the Treaty on the Functioning of the European Union, and most national environmental noise frameworks that implement the EU’s Environmental Noise Directive (2002/49/EC) for commercial and industrial sites carry a defence or national security exemption of some kind. Each member state’s Ministry of Defence self-regulates environmental and occupational noise through its own internal policy, in the same pattern as the UK’s MOD and JSP 418, rather than through the civil permitting pathway used for commercial energy or industrial sites, such as the TA Lärm process a German BESS project would follow.
That’s a different compliance conversation to a commercial site, and worth confirming directly with your base’s environmental office rather than assuming the same national industrial noise standard applies.
