Quick answer: If cutting, grinding or drilling moves around the site or only lasts a few weeks or months, portable acoustic enclosures are usually the more practical option. For fixed equipment that will stay in place for years, a permanent enclosure may make more sense.

Take your programme: six weeks of slab cutting on the third floor, followed by two months of core drilling along the service corridor. The flats across the road have already complained to the council. You need noise control in place quickly, and you’ll need to move it as the work progresses.

A portable enclosure can be relocated between work areas, while a permanent installation is intended to stay put. For a Section 61 application under the Control of Pollution Act 1974, the proposed noise controls can form part of your explanation of how you’ll use best practicable means (BPM) to minimise construction noise. This guide looks at the factors that can help you choose.

What is a portable acoustic enclosure?

Hushtec’s temporary acoustic walls were installed around an industrial facility to help reduce noise from plant operations.

A portable acoustic enclosure is a free-standing, sound-insulated structure that you can move, set up and pack down without foundations. It surrounds the noisy task and contains the sound at its source, before it reaches operatives, occupiers or neighbours.

The Hushtec Acoustic Tent range is one example. Each tent combines a galvanised scaffold frame on lockable castor wheels, Hushtec Premium acoustic panels, a transparent roof membrane and a PVC strip-curtain doorway. All three sizes arrive as a flat-pack kit, assemble in minutes without special tools, and pack down to a single pallet.

What is a permanent acoustic enclosure?

Hushtec’s permanent acoustic noise walls installed alongside a motorway to help reduce traffic noise reaching nearby areas.

A permanent acoustic enclosure is a fixed structure built around a noise source that will stay in place for the long term. Typical examples include plant rooms, compressor housings, pump stations, generator compounds and production machinery. Permanent systems sit on footings or a slab, connect to site services, and use doors, ventilation and fire ratings engineered for that single installation. Most need planning permission or building control sign-off.

The UK rules behind the decision.

Hushtec’s acoustic noise barriers installed beside railway tracks and bridge construction works to help reduce construction noise.

Two sets of legal duties shape your choice: one protects your neighbours and the other protects your workforce.

Neighbours. The Control of Pollution Act 1974 gives local authorities powers over construction noise. Under Section 60, a council can serve a notice restricting your hours, methods, or noise levels. Under Section 61, you can agree those conditions upfront through a prior consent, which protects your programme from later enforcement. Throughout, you must use best practicable means to control noise. BS 5228-1:2009+A1:2014 is the code of practice councils reference when they assess applications and set limits. Residents can also pursue a statutory nuisance claim under the Environmental Protection Act 1990.

Workers. The Control of Noise at Work Regulations 2005 set a lower exposure action value of 80 dB(A), an upper exposure action value of 85 dB(A) and an exposure limit of 87 dB(A). The regulations require you to reduce noise at source before relying on hearing protection. An enclosure around a disc cutter does exactly that for everyone working nearby.

A portable enclosure gives you a mitigation measure you can name in a method statement, photograph for your records and relocate as the programme changes. That makes it one of the simplest BPM measures to evidence.

Portable vs. permanent on a UK site

Factor Portable acoustic enclosure Permanent acoustic enclosure
Typical use Slab cutting, grinding, core drilling, fabrication Plant rooms, compressors, pump stations, fixed generators
Duration Days to months, or repeated short tasks Years; treated as a fixed asset
Mobility Rolls on castors; moves by forklift or crane between floors Stays in one place
Planning No footings for the tent; covered by your site noise management plan Often needs planning permission or building control
Section 61 Listed as a BPM measure and moved as work progresses Designed to meet a fixed limit at a named receiver
Lead time Off the shelf; assembles in minutes Design, approval, fabrication and install over weeks or months

Cost profile Lower upfront cost, reusable Higher upfront cost spread over the asset’s life

              Five questions that decide it

              1. How long will the noisy task stay in one place? If the answer is weeks or a few months, a portable unit almost always wins on cost and speed.
              2. Does the work move? Slab cutting floor by floor, rail possessions and highway maintenance all suit an enclosure on wheels. A rail possession window leaves no time to build anything that needs footings.
              3. Does the equipment burn fuel? Saws and grinders need light and fresh air for the operator. Engines need engineered cooling, combustion air and exhaust routing. Never run a generator or other combustion plant inside a tent designed for hand tools.
              4. What level must you meet, and where? Your Section 61 consent or planning conditions name receivers and limits. Ask your acoustic consultant to predict the level at each façade with the enclosure in place.
              5. Who needs to get in and out, and how often? Long sections of steel, pallet trucks and frequent crew changes favour a larger tent with a wide strip curtain.

How much noise reduction can you expect?

Hushtec’s portable Acoustic Tent on castor wheels enclosing noisy equipment for temporary noise control.

Lab ratings and site results are different numbers. A panel’s rating describes how much sound it blocks under controlled test conditions. On site, the enclosure performs only as well as its weakest path: an open doorway, gaps at panel joints, the roof, or sound travelling through the slab and structure.

Hushtec rates its Acoustic Tent range at up to 66 dB of noise reduction, using ISO lab-tested Hushtec Premium panels rated STC 32 and NRC 0.9. UK specifiers usually work with the Rw rating from BS EN ISO 717-1 rather than STC, so ask Hushtec for the Rw value on the test report when you write your noise assessment.

To get close to the rated figure on your site:

              • Keep the strip curtain closed while cutting.
              • Check that panel joints sit tight after every move.
              • Face the doorway away from the nearest occupied façade.
              • Use a ventilation kit with acoustic baffling instead of propping panels open.
              • Place the tent on a level surface so the base seals evenly.

              Hushtec Acoustic Tents

Hushtec’s temporary acoustic barriers were installed around a construction site to help limit noise transmission beyond the work area.

              Model Footprint Height Best for
              Acoustic Tent 1.0 2.5 m × 2.5 m 2.2 m A single cutting or grinding station
              Acoustic Tent 2.0 2.5 m × 3.9 m 2.2 m Longer materials, more tools
              Acoustic Tent 3.0 2.5 m × 5.2 m 2.2 m Several workers, drilling, large-format fabrication

Each tent resists water and UV, uses fire-retardant materials, contains no fibreglass, and comes with a 1-year warranty. Hushtec states that 90% of the panel materials are recyclable, and the frame and roof are reusable across deployments. That helps when your tender scores circular-economy or sustainability credentials. Optional add-ons include internal lighting, ventilation kits, anchor kits and custom branding.

Writing the enclosure into your noise management plan

Permit authorities respond to specific commitments. Record the enclosure model and panel rating, where it will sit in each phase, which activities happen only inside it, the operating rules for the curtain and joints, predicted façade levels with and without it, and your monitoring plan.

When a permanent system is the better buy

For a long-running plant, Hushtec’s AcoustiShield wall uses 70 mm fibre cement panels at 15 kg/m², delivers a field-tested 29 dB reduction and carries a 10-year structural and acoustic warranty. The Hushwall Permanent System and Custom Solutions cover larger engineered builds.

The Portable Hushwall gives 30 to 40 dB, depending on the panel, at heights of 2.4 m to 6.0 m without footings. It suits multi-year projects that will still move once or twice.

              The hybrid approach

Many European sites combine both: a wall around the plant compound and an Acoustic Tent for the cutting that moves each week. Hushtec’s client list includes Vinci Construction and Freyssinet.

              Frequently asked questions

What is the difference between a portable and a permanent acoustic enclosure?

A portable enclosure stands on its own frame, moves with the work and packs down after use. A permanent enclosure sits on foundations around a fixed noise source and stays for years.

What noise exposure limits apply to workers in the EU?

Directive 2003/10/EC sets action values of 80 dB(A) and 85 dB(A) and an exposure limit of 87 dB(A). Member states transpose these into national law.

Do construction noise limits differ between EU countries?

Yes. Each member state, and often each municipality, sets its own limits and hours. Check the conditions in your permit.

Is a portable acoustic enclosure a permanent structure under building rules?

In most jurisdictions, a wheeled tent with no foundations is temporary site equipment. Confirm with your local authority if it will stay in one place for a long period.

Can I move a Hushtec tent between projects in different countries?

Yes. Each tent packs down to a single pallet and reassembles in minutes.

Does Directive 2000/14/EC apply to acoustic enclosures?

The directive covers noise emitted by outdoor equipment such as generators and compressors, not the enclosure. Enclosures help you control that equipment’s noise on site.

Can I use an acoustic tent for a generator?

A standard acoustic tent is generally suited to temporary work such as cutting, grinding, drilling and fabrication. Generators need a purpose-designed enclosure that allows adequate cooling airflow and provides suitable exhaust silencing. Simply covering a generator can cause overheating and create safety risks.

What is the difference between STC and Rw?

STC is the sound transmission rating used mainly in the US, while Rw is the weighted sound reduction index used under international standards, including in the UK. Both describe how well a building element reduces airborne sound, but they use different rating methods, so the figures aren’t directly interchangeable.

"Hushtec panels are awesome! They helped us better manage noise on site, improved privacy and safety for our crew, and gave us free branding with our logo printed on them. Highly recommend."

              Laing O’rourke

" I used to think noise barrier blankets didn’t work until I tried the Hushtec panels. These reduced our noise on-site immediately, which enabled us to continue works throughout the night on an urgent project, saving our customer thousands and helping complete the project before scheduled. The team is also very knowledgeable and helpful, couldn’t ask for more. "

              JK CIVIL

"We recently installed the Hushtec Acoustishield Wall around a large generator compound, and we couldn't be more impressed with the results. The Acoustishield system was by far the easiest noise reduction system we've ever worked with-quick to assemble and straightforward to install. Beyond its ease of use, the performance has been exceptional. It achieved an impressive 31dB noise reduction from our containerized generators, far exceeding our expectations. The quality and effectiveness of the Acoustishield Wall have set a new benchmark for us in noise control solutions. We highly recommend Hushtec for any project where noise reduction is critical."
